East Anglia TWO Offshore Windfarm – Upcoming works and associated road closures notification

This email provides information on our upcoming work and associated traffic management, including access 9 and 10 duct bank work on Snape Road, offsite highway improvement works in Theberton and permanent Public Right of Way (PRoW) diversion works.

Access 9/10 duct bank work

We recently notified you of the below works. Please be aware that the weekend road closures have been updated, and are now as below.

We would like to inform you that ScottishPower Renewables (SPR) will be undertaking essential construction works on Snape Road. These works form part of the East Anglia TWO offshore wind farm project and will involve the installation of ducts at accesses 9 and 10. This work will take place over three consecutive weekends and will involve traffic management.

The schedule of work is as follows:

  • Weekend 1: 20.09.25 (06:00) – 22.09.25 (06:00)
  • Weekend 2: 27.09.25 (06:00) – 29.09.25 (06:00)
  • Weekend 3: 10.10.25 (22:00) – 13.10.25 (06:00)

Scope of works:

  • Excavation of the road to install ducts for substation cables.
  • Reinstatement of the road including new surfacing.

The works are being undertaken overnight at the weekend to minimise disruption as far as possible. Access will be maintained at all times for cyclists, pedestrians (including pedestrians with buggies/prams) and wheelchair users and our teams are committed to conducting these works in a safe and efficient manner.

The approved diversion route is included below.

Please note: we are aware that our diversion route for our access works uses Grove Road, therefore we will be removing the Grove Road closure on the above weekends to ensure traffic can be diverted accordingly. All open excavations will be covered and suitably fenced to ensure the safety of the public.

Theberton, Offsite Highway Improvement Works

SPR will also be undertaking improvement works in Theberton, Suffolk as part of the East Anglia TWO offshore windfarm project. These works aim to enhance local highways infrastructure and improve pedestrian safety.

To ensure public and workforce safety, a temporary traffic management will be in place during the following periods. All traffic management arrangements have been approved by Suffolk County Council Highways.

Traffic management

  • Start Date: Monday, 22nd September 2025
  • Duration: Approximately 5 weeks
  • From 22nd September: Single-lane access on B1122 Leiston Road, controlled by traffic lights
  • From 6th to 24th October: Full closure of Church Road, Theberton

Scope of works

  • Construction of a new footway at the B1122/Church Road junction, including uncontrolled crossings
  • Installation of kerbs, road markings and site clearance

Working Hours (no works on Sundays)

Traffic Light Area:

  • Mon–Fri: 10am–3pm
  • Sat: 10am–1pm

Road Closure Area:

  • Mon–Fri: 8am–6pm
  • Sat: 8am–1pm

Permanent Public Right of Way (PRoW) ammendments

SPR will also be beginning works on the permanent Public Right of Way ammendments from 15th September 2025.

This work will involve the excavation of new footpaths with machines, installation of aggregates with the use of a dumper and the consolidation of aggregates with the use of a roller, in order to create the new PRoW.

The approved new permanent PRoW is pictured below.
